Hill party unite to press for panchayat elections

Jan Andolan Party which conveyed a
all party meeting today was attended by three party CPIM. Akhil Bhartiya Gorkha
League and Hill TMC.
The meeting discuss about the
different aspect of program to give pressure to government for Holding
Panchayat election which has been not done here from 2005.
ABGL Vice President Laxman Pradhan
and Biplav Rai, Tara Sundas , Ravi Pradhan from CPIM , Tshering Sherpa and
Peter Khawas from Hill TMC along with JAP president Dr Harka Bahadur Chhetri,
Secretary Nayan Pradhan , party leader Yusuf Simick , Nawraj Gurung etc were
present in the meeting .
The meeting have formed a committee
named Panchayat Election Demand Committee which will be coordinated by Nayan
Pradhan and Laxman Pradhan informed Nayan Pradhan .
Tara Sundas CPIM Leader announcing
the program decided by Meet said that one single party can’t win the issue so a
collective platform was needed which we formed today to press and raise the
demand for Panchayat Election.He said on 3rd May all political parties
representative will meet Darjeeling District magistrate and will be protest
against not holding of election since 2005. One the same day we will meet
Principal Secretary of GTA. He said after that we will be going for a signature
campaign in all 112 Gram Panchayat which we will send to State and submit to
Darjeeling MP S S Ahluwaliya requesting him to take the issue to Centre.
The meeting also decided to hold a
seminar with expert participation to see the different aspect of holding the
election will also be organised in future informed Nayan Pradhan.
Laxman Pradhan of ABGL said
"Panchayat areas covered in GTA region is more than that of Municipality
area.The lack of panchayats has affected many areas, especially the rural
sector where overall development and benefits through panchayat system are yet
to reach". From 2005 it is stagnant. To represent people aspiration we
will collectively throw the program to press demand for holding of Panchayat
Election.
Pradhan said The Three Tier of Panchayat polls must be done by amending Art
243(m) of DGHC act which gave DGHC strength of Full fledged Panchayat in
Darjeeling earlier and now GTA . This may delay the process as amending process
may take long time. So we demand holding of two tier election now and
collectively will continuously press the demand for constitutional amendment.
Meanwhile Darjeeling Hill TMC Leader Tshering Sherpa too said that
Panchayati Raj implementation is very important. To take out a small
certificate the masses have to suffer. Not only this development also been hindered.
The state government have to ensure as
to which law which tier the panchayat election must be held. He said the party
from its behalf will too be sending memorandums.
Dr Chettri addressing the press said Gorkha Rastriya Congress who did not
attend the meet had assured that it will join any program which the today
meeting decided. GNLF who have assured to send a representative did not reach
in the meet. Dr Chetri said until and unless we don’t reach our target the
collective leadership will work. We will resolve important issue one by one.
