Ailing condition of Rambi BPHC creates inconvenience for its patients

Situated 30 kms from Kalimpong alongside National Highway (NH) 31A, Rambi is an imperative joint for the Highway and the surrounding areas. Being one of the major hubs, a Block Primary Health Centre (BPHC) was established at Rambi Bazaar which was inaugurated by the Kalimpong MLA, Dr Harka Bahadur Chettri in the last week of November 2011. During the inauguration the MLA had stated that this Health Centre should become one of the best being an example for other Health Centres, and had also advised that its condition should not deteriorate in the future.

Taking the advice of the MLA, the 10 bedded Health Centre was also upgraded to 30 bedded and even the 2nd floor was constructed within the 6 months. Despite of all this, the development of the Health Centre does not seem to ascend for there is shortage of staffs. Out of two safai karmacharis who were employed when the Centre was 10 bedded, only one is working for one of them has retired.
This so called ‘Model’ hospital today has become filthy and there is water shortage. Today when a group of reporters visited the hospital it was notified that since 3 days there is no water supply in the hospital creating inconvenience for the patients. The patients are compelled to fetch water from a small river located behind the hospital.
The Rambi Gorkha Janmukti Morcha (GJM) along with Rambi Gram Sudhar Samiti and the locals of the area today submitted a letter highlighting the issues to the Sub Divisional ACMO, Dr Liu and BMOH, Dr CK Chettri. The President of the Samiti, Sanjeev Pradhan giving the example of a human body said that for a body to function well bones, blood, nerves etc need to function properly. Similarly, for a hospital to run well there should be sufficient amount of doctors, nurses, clerks, safai karmacharis etc are required. The hospital staffs complain that there is shortage of basic things in the hospital such as electricity, water, staffs, funds, medicines etc. The hospital is dependent on one of the Non Governmental Organizations (NGO) for providing food for the patients. The NGO grants Rs 46.55 paise/- patient for the same.
The hospital is ran by 5 MOs instead of 6, 6 nursing staffs instead of 12, 1 safai karmachari instead of 6 and 1 UDC instead of 2 LDCs and 1 UDC.
The BHOM, Dr Chettri informed that the Teesta Primary Health Centre and Samthar Health Centre along with 21 Sub Centres come under one BPHC. Looking at the condition of BPHC one can imagine the condition of other Health Centres which comes under it, he added. Further, he complained that the x ray machine cannot be utilized not only because of shortage of electricity but also because the generator is not functioning. Even there is no provision for Cesarean delivery cases in the hospital, he notified. The ambulance is also under maintenance. Situated near the highway most of the highway accident cases during the monsoons are referred here for immediate medical aid but it seems like the role of this hospital has become questionable. Despite of this the people of Rambi, Mungpoo- Latpancher, Lohapool, Suntaley, Mungpong, Bakhrakot, Teesta, Suruk- Samthar and the workers of the NHPC Project are compelled to visit the hospital for medical aid.
The Highway Morcha President, Jiten Chettri said that this hospital needs much attention from the concerned Department. He has appealed the Department on behalf of the locals of the area to upgrade the Health Centre into a real model hospital.
The plea from the hospital administration to increase the staffs has fallen deaf to the Health Department. The State Government in one hand is trying to make various hospitals of the hills into a Super Specialist one but in the other such Health Centres in which numerous poor people are dependent have become of least concern.
